France – Peace Process: – Supreme Council adopts mandate system, provisional arrange­ments for German colonies and occupied Anatolia. Weizmann tells Colonel Meinertzhagen ‘Zionism is constructive Bolshevism’.
South Africa: War losses published.
Russia: 3 ex-Grand Dukes shot in Petrograd.
