France: Peace Conference approves Wilson’s fruitless ‘Prinkipo proposal’ (by radio) to get Russian parties to meet on Sea of Marmara Island (off Constantinople) beginning February 15.
Siberia: Reds take Orenburg and hold it through long siege.
